In view of the recent development of COVID-19 in Hong Kong, the program would have below service adaptations:

  1. Some District Service Units remained temporarily closed, or provide limited non-emergency services only. If the public would like to submit applications in person, please call relative Unit in advance for opening hour check-up and make appointment.
  2. The public are advised to download the application form and submit with ID copy by mail to our Postal Centre (address: G/F, 28A Fortress Hill Road, North Point, Hong Kong), to reduce the risk of spreading the virus.
  3. Households random checks, on-site visits for qualification check, installations and maintenance of TV receivers provided by the contractor were all resumed to normal service.
  4. Hotline service resumed normal service (10:00 a.m. to 9:00 p.m, Monday – Saturday). Please call 2922 9230 for program enquiries.

The precautions above were adopted to reduce social contact and minimize hidden transmission. We apologize for any inconvenience caused.

As for the latest situation of the coronavirus outbreak, the programme will be making the following service adjustments:

Some District Service Units are temporarily closed, or provide limited non-emergency services only, if the members of the public would like to submit the application to District Service Units in person, please call in advance to check whether the units are still accepting application, and make appointment for the submission. Members of the public are advised to download the application form on this website and submit the application by mail to our postal centre (address: G/F, 28A Fortress Hill Road, North Point, Hong Kong), to reduce the risk of spreading the virus.

Due to the limited service arrangement of the Hong Kong Post, processing for applying households selected for random checks will be temporarily on hold, until the post office service resumed. In addition, all on-site visits for checking, installations and maintenance of TV receivers provided by the contractor will be suspended until further notice.

The operating hours of general enquiry service hotline will be shortened starting from 22nd July (Wed), to Monday to Saturday 10:00 a.m. to 6:00 p.m. For any enquiry, please call 2922 9230 during hotline operating hours.

The above measures were in place according to guideline provided by the government about the suspension of non-emergency services, to moderate the transmission chains of hidden infections and perform social distancing. We are sorry for any inconvenience caused.

In view of the latest situation of COVID-19, the operating hours of general enquiry service hotline (2922 9230) has resumed normal, from Monday to Saturday, from 10:00 a.m. to 9:00 p.m.

Flexible Arrangement of On-site Services

For the sake of public health and safety under continuous outbreak of novel coronavirus infection in Hong Kong, on-site services including qualification verification, digital TV receiver installation, maintenance services etc. will be adjusted as below. New arrangements were effective from 25 March 2020 until further notice:

  1. Households on the “List of buildings of the confinees under mandatory quarantine"
    All on-site services will be suspended until the “end date of quarantine period”. This arrangement applies to all applications of the affected building. If “non-confinees” of an affected building requested or had been scheduled for on-site services during the quarantine period, the contractor have to continue the services. The contractor shall call the affected applicants for service reschedule.
  2. Households on the “List of buildings with confirmed / probable cases of COVID-19”
    All on-site services will be suspended until the building is remoted from the list. This arrangement applies to all applications of the affected building, including households without confirmed / probable cases of COVID-19.

Change of the Operating Hours of General Enquiry Service Hotline

With a view to stop the potential risk of further spread of the novel coronavirus infection in Hong Kong, some district service units will only provide limited non-emergency services from 5 February 2020 (Wednesday) until further notice. Advanced appointment via phone is required if you need to visit the District Service Units responsible for processing applications.

The public should avoid going to densely-populated areas to minimise the risk of infection in the community. You may download the application forms on this website and submitting the application by post.

For the applications submitted before 25 January 2020, the contractor of HKCSS will continue to provide services including appointment service, on-site checking and installation service and digital TV receiver maintenance service. The staff of the HKCSS contractor are asked to wear face mask during the on-site visit.
