Overview of the Programme

1. Why is the general public subsidised to obtain digital TV set or set-top box?

  • Full digital TV broadcast will be implemented in Hong Kong from 1 December 2020. The Community Care Fund Digital Television Assistance Programme aims to subsidise analogue TV households with financial needs to obtain digital TV receivers (e.g. digital TV set or set-top box) so that they can continue to access free TV programmes after full digital TV broadcast.

Eligibility Criteria

2. Are households without any TV sets eligible for the Programme?

  • The aim of the Programme is to provide assistance to needy households affected by the switch-off of analogue TV services. Households cannot afford a TV set due to financial reasons can seek assistance from donation programmes operated by non-governmental organisations.

3. I have more than one analogue TV sets at home, can I apply for more than one digital TV receiver under this Programme?

  • No. Applications under the Programme should be made on a household basis. Each eligible household will only be provided with one digital TV set or set-top box.

4. How do I know if I am an analogue TV household?

  • If you can receive any of the following digital TV channels, that means you have already switched to digital TV and you are not an analogue TV household –

6. Where should I submit my application?

  • An applicant may submit a completed Application Form together with the document proof by the following means:
    • Submission to a District Service. Unit Responsible for Processing Applictions:
      • Submit a completed Application Form, together with a copy of the Applicant’s Hong Kong Identity Card, to a District Service Unit near his/her residence. For the list of District Service Units, please press here.
    • By post:
      • Please put a completed Application Form together with a copy of the Applicant’s Hong Kong Identity Card, in a self-prepared envelope, mark “Community Care Fund Digital Television Assistance Programme Postal Application Centre” on the front of the envelope, with sufficient postage stamps affixed and send it to the Postal Application Centre (Address: G/F, 28A Fortress Hill Road, North Point, Hong Kong).

7. What document(s) do I need to submit for my application?

  • You just need to submit a completed Application Form, together with a copy of the Applicant’s Hong Kong Identity Card.

8. The HKCSS has notified me that my application has been selected for random checking and requested me to provide supplementary information and documents. How can I submit the relevant documents?

  • Applying households selected for random checks will receive a written “Notification of Random Check” issued by HKCSS and have to provide the District Service Units or the Postal Application Centre with detailed income information and any other information for checking.

  • Applicants should submit the completed “Form for Submission of Supplementary Information and Documents”, together with the required documents , to a District Service Unit responsible for processing applications or send them by post to the Postal Application Centre.

  • If an applying household fails to provide supplementary information and documents required within four weeks from the issue date of the “Notification of Random Check”, HKCSS has the right to terminate the application.

9. How long does it take from the submission of application to the delivery?

  • Under normal circumstances, within eight weeks after the applicant receives an “Application Acknowledgement Slip”, the designated contractor of HKCSS will contact the Applicant for follow-up and make an appointment for an on-site visit to conduct simple checking and installation. For the application selected for random checking, within eight weeks from the date the Applicant submits all supplementary information and documents, the contractor of HKCSS will make an appointment for an on-site visit.

10. I receive salary payment in cash. How can I provide income proof?

  • For applicants receiving salary payment in cash, copy of supporting document such as salary receipt, pay slip, wage payment record, etc. can be provided as employment earnings proof. Salary earners and self-employed persons who fail to provide any documentary proof of income, please submit the completed “Self-declared Statement on Income” (please refer to the Appendix of the “Form for Submission of Supplementary Information and Documents”).

11. I am not satisfied with the application result, how to lodge an review / an appeal?

  • If the Applicant is not satisfied with the application result and can provide sufficient grounds, he/she may apply for a review by submitting a completed “Review/Appeal Form” within four weeks from the issue date of the “Notification of Application Result”.
  • If the Applicant is not satisfied with the result of review and can provide sufficient grounds, he/she may apply for an appeal by submitting a completed “Review/Appeal Form” within four weeks from the issue date of the “Notification of Review Result”.
  • The Applicant may lodge one review and one appeal for each application. When necessary, please contact the staff of the Programme on 2922 9230.
